Board of Trustees Member: Mr. Jonathan Cahn, Esq., Chairperson
Jonathan Cahn is a Partner at SNR Denton's Washington, D.C. office. Prior to joining SNR Denton, Mr. Cahn held positions with responsibility for China, Central Asia and Russia at Baker & MacKenzie. Mr. Cahn has been Lead Legal counsel on numerous international transactions, both acting on behalf of governments as well as multinational companies in major transactions. His country experience includes work in countries of the Former Soviet Union (including Russia, Latvia and the Central Asian republics of Kazakhstan, Uzbekistan, Azerbaijan, and Kyrgyzstan), Central and Eastern Europe (including the Czech Republic and Poland), Europe, the U.S., various countries in the Far East (China, Hong Kong, Singapore), Latin America (Argentina, Brazil, Chile, Mexico, Peru, Uruguay), and Africa (Namibia, Cameroon, Senegal, Togo).
A distinctive aspect of Mr. Cahn's practice has involved the representation of clients, including governments, in matters relating to economic development and sovereign external debt. In this capacity, he has counseled and represented clients in negotiations involving the International Finance Corporation, World Bank, U.S. Export-Import Bank, JIBIC, and the U.S. Agency for International Development, as well as having represented the African Development Bank. Mr. Cahn was principal counsel to the U.S. AID mission to Latvia assisting that country to design a country-wide privatization strategy.
Mr. Cahn has worked on issues involving sovereign external debt and conditionality since 1986 and is author of "Challenging the New Imperial Authority: The World Bank and the Democratization of Development, " Harvard Human Rights Journal (July 1993), an article on the World Bank's use of conditionality in World Bank credits. Mr. Cahn was external expert to Kazakhstan’s working group charged with developing Kazakhstan’s law on external debt. He is the author of numerous pieces addressing issues of external debt and the global economy, such as appeared in the South African Daily Mail & Guardian, “SA Should Gear Against the Global Juggernaut,” Johannesburg, South Africa, April 25, 2000.
Mr. Cahn’s international trade practice has emphasized the defense of government economic development strategies under challenge under international trade standards. Mr. Cahn’s trade practice has involved litigation under Sections 701, 732, 751, 301, and 332 of the U.S. Tariff Act of 1930. Mr. Cahn has served as counsel to the Government of China's Ministry of Foreign Trade And Economic Cooperation challenging the U.S. designation of China as a Nonmarket Economy Country. Mr. Cahn also has served as lead counsel, winning victories on behalf of Chinese respondents in Manganese Sulfate from The People's Republic of China and Disposable Lighters from The People's Republic of China. Mr. Cahn has also served as counsel to the Government of Quebec under the U.S.-Canada Free Trade Agreement, and later under NAFTA.
A unique aspect of Mr. Cahn's practice has been the representation of clients, including governments, in connection with privatization or concessions of publicly owned assets, either as lead counsel or as a principal counsel on the legal team. Mr. Cahn received his B.A. in History and Literature (Honors) from Harvard College and his J.D. from Harvard Law School. He is admitted to the bar associations of the District of Columbia, Maryland, and the Court of Appeals for the Federal Circuit.
